Abstract

It is "Over budget, over time, over and over again", it is "The Iron Law of Megaprojects", where about public construction and construction companies with the use of AB18 as an agreed document, only 2.3 per cent and less than 1 per cent, contain a duty of loyalty, respectively contain a duty of cooperation. Anchor budgets are referred to as dysfunctional and budgeted so primitively that Denmark is the 5th most consuming country according to the OSCE. All interests seems to be interference in the political activities of the responsible minister. It’s almost Machiavellian. With government behaviour like the almighty child, with political bias in decisions and equated with inverted Darwinism, we must move from imcompetent contracting into strategic contracting. It will be legitimate for the contractor to make money and we aim at being able to identify partners with complementary resources, where onboarding and fragment planning also facilitate relationship interest. Contracting will be carried out proportionately and equitably based on the terms of the contract. The dissertation will demonstrate how strategic contracting can move away from a dysfunctional regime.
