Development agencies are allocating resources to specific developing countries. This allocation of bilateral developing aid is, for outsiders, difficult to understand. While one developing country gets substantial support, another one receives non. This study, investigates factors which impact the volume of final allocations. Therefore, four development agencies were analysed on three levels: the Organisational level, the Process level and the Criteria level. A comparison of the case organisations on each level was made. Thirteen factors, which affect the aid amount have been identified.
