Public research – somewhere in between management and autonomy In 1993 the Ministry of Finance of Denmark started to reform the public sector. One of the key components in this ongoing reform was the gradual rethinking of the public research institutions to match the highly complex free markets and global society of the 21st century. This thesis identifies how the Ministry of Finance communicates about public research and demonstrates this by performing an analysis of the semantics in publications by the ministry in the period 1993-2008. This analysis is conducted within the theoretical framework of Niklas Luhmann’s systems theory. Furthermore it shows a perspective on how the term public research is being constructed, defined and communicated in a certain epistemic light by the ministry. This part of the analysis will demonstrate the dynamics of the semantic and create a reflexive openness to the term public research and the strategic principles and perspectives within the communication. Simultaneously interwoven into the thesis and analysis of the ministry’s construction of communication about public research is an elaboration over philosophical issues in the paradoxical practice of communication management.
