This master thesis, written as a part of the study of Master of Public Governance, examines the reform and management approach seen in an historical perspective that is consolidated in the Danish School Reform in 2013. Over the past decades, there has been an increased public, as well as a political, focus on the Danish school system. This focus has been characterized by a diffuse discussion of the purpose of the public school, and on the content and especially the interpretation of the results of the public school seen in an international perspective. This complex development has been described as “the battle for the public school”, where the approach to the management of the public school, the goals of the school and composition of the reform’s actors have been changing. Therefore, this overall question is: What reform and management thinking lies behind the School Reform from 2013, seen in an historical perspective? To answer this question, an historical institutional analysis of the period 2001-2013 takes place, in order to understand the development of the period. The analysis is based on three theses: 1. "The Ministry are elite actors" 2. "The public value compared to public schools is diffuse” 3. "The public school is on the way to the data-based society" This task is based on a qualitative methodological approach, or more accurately a document analysis, where, through relevant articles, policy proposals and other publications, an analysis and an interpretation of the collected material will take place. This will be followed by a discussion and an overall conclusion. This task concludes that during the period tracked, a change occurred, from a simple to an even more simple management approach from the Ministry to the municipalities, and further on to the schools. New ideas about management, including data, targets and performance management, reached the public school system. Furthermore it is demonstrated that the period is characterized by 4 a stable, continuous change, but also by renewal, and that the school reform in 2013 is a comprehensive and well-thought-out reform. The preparation of the school reform was created through closer cooperation between the Ministry and the National Association (Kommunernes Landsforening), while the role of Danmarks Lærerforening was marginalized. Finally, this thesis finds that there is, among elite actors around the public school, a vague understanding of what the purpose within the school is and what values the public school should demonstrate. Overall, the task offers the reader an insight into what is at stake regarding the development, management and value creation in one of the largest areas of welfare in Denmark: the public school. This is useful knowledge for those who wish to have influence in the development of the public school in the future.
