The main study of this thesis is benchmarking of public tenders in Joint Tender Zealand. To complete the analysis, the data used for this is drawn from an analysis system called buboINVOICE wich is the joint analysis system used by Joint Tender Zealand which contain procurement data from 16 different municipalities. The data that is drawn from the analysis system is from the year 2014. The thesis also gives a brief introduction to the procurenment and tender market for municipalities in Denmark. In theoretical part the theory behind Data Envelopment Analysis (DEA) and is way to benchmark a DMU (Decision Making Unit). DEA evaluates a DMU by choosing a benchmark, and gives the best proportional way of improvement. The DEA model gives an outcome which is an efficiciency score between 0 and 1, where 1 indicates that the Dmu is effcient and values between 0 and 1 indicates that a DMU is inefficient. This part also provides pitfalls and protocols in DEA.In the thesis I use DEA on 11 sepearate public tender datasets an run these through the DEA model to see which of the municipalities that are efficient and inefficient on the diffrenrent tenders in Joint Tender Zealand. The last dataset is combined dataset from the 10 separate public tender datasets to see which municipalities that effcient if we combine the 10 public tenders. This thesis also finds which municipalities which are the most common over the public tenders. Then results from the DEA anlyzes are used to reflect if DEA model is useful method to benchmark municipalitites both in a joint tender community and in general for procurement and tender area in the municipal sector.
