“Den inkluderende folkeskole” translated in English “The inclusive school” is through the years, back on the political agenda in the municipalities of Denmark. The municipality of Fredensborg has gone into the discussion on inclusive schools proactively, and on this basis was an increased interest in the inclusive public school. Managerial task concerning the subject, left signed with great curiosity and many questions unanswered. With which terms do we talk about inclusion in the municipalities? What incentives to make on inclusion? All this led to the signed problem formulation. How does the management in the inclusive schools handle its own decision-making and give itself legitimacy? Through Camilla Sløks research "What shall we call the child" she appears with four codes, that dominates the communication about the inclusive school. The four codes are observed through pedagogy, economics, ethics and politics. Niklas Luhmann's view on social systems, the codes becomes observations, and through observations, observes the notion of the inclusion. The observations are based on interviews with KL, National Union of Teachers, Headmasters, and the Organization School and parents. In the dissertation produces a shape analysis and semantic analysis. Shape analysis helps to fold out the codes from which they readily condense into a semantic analysis, which the off paradoxes pushed the paradoxes in the background and makes the notions endorse for connection. The empirically based analysis appears with the results that the legitimacy of decision making is obtained through knowledge to several functional systems. Hereby, the knowledge becomes a polycentric management challenge and a polycentric management solution, which obtains with the implementation of the inclusive school. This must be understood in the context of how we connect to the legitimacy. From this we will find the key to the polycentric management solution. The conclusion to what is required of legitimacy and decision making, is a leadership that invests in employees (economics), is part of simultaneity (policy), responsible for implemented organization (pedagogy) which connects society and human nature (policy), which is based on the individual's opportunities in the community (ethics).
