Abstract

This essay reflects on cities’ capacity to act in crises. Cities represent complex organizational landscapes of diverse municipal actors. To understand the collective capacity to act of administrative units and city organizations, the essay suggests three figures of thought. These figures are illustrated by the example of crisis management of the Covid-19 pandemic in Vienna.
