Abstract
Transformation and reforms are about making institutional changes in the organization of the public sector. The literature on reforms and innovation have often featured New Public Management (NPM) as its main governance paradigm emphasizing markets and management, or New Public Governance (NPG), emphasizing collaboration and networks combined with local innovation. The healthcare sector is often characterized by being influenced by NPM. Although other governance paradigms have been mentioned in the literature, like the Neo-Weberian State (NWS) or Digital Era Governance (DEG) (Dunleavy & Margetts 2023), they have been less related to specific institutional reforms.
