Abstract

The European Union (EU) is decarbonising amidst a changing geopolitical context focusing on three pillars (industrial strategy, critical materials, and innovation) that represent some features of a public good. We investigate this ‘policy trilogy’ and set out some recommendations that help balance the three pillars.
