Abstract

This chapter examines the way the EU designs and writes digital laws. The article explores both the pre-2015 regulatory choices and principles and the new developments. Among the latter, it looks at sector-specific, ex ante, asymmetric regulation and risk-based compliance as features. It finally looks at changes in enforcement such as higher fines, new regulatory bodies and oversight agencies.
