N2 - In their seminal work on negotiations, “Getting to Yes,” Roger Fisher and William Ury assert the concept of broadening the scope of a negotiation to identify an outcome that satisfies all involved parties. In line with this argument, and although it may at first not seem conducive to an ‘easy’ solution, we propose to discuss the cost-sharing for new cross-border infrastructure (CBCS) in its larger context of other cost-allocation mechanisms. We scrutinize the interplay of ex-ante CBCS with the Inter-TSO compensation (ITC) mechanism and the requirement to make the maximum possible (and at least 70%) capacity available for cross-border trade.
