title = "Challenges with Concessions and Public-Private Partnerships within the EU and National Legal Regimes",
abstract = "This chapter examines the regulation of public-private partnerships (PPPs) and concession contracts in the UK. It provides an overview of the different PPP arrangements that have been adopted and highlights the recent controversies created by the use of the most popular PPP arrangements, that of PFI and PF2. The chapter further explains that the UK has adopted a light regime in the regulation of such contracts and has placed a greater emphasis on the overarching principle of value for money in the delivery of public services. As such, the impact of EU law and the Concession Directive 2014/23/EU as implemented by the Concession Contracts Regulations 2016 is substantial. Much of the analysis, therefore, revolves around the implementation of these rules.",
