Abstract
This article uses normative theory to discuss the two main aspects that subsidy agencies often need to consider when screening subsidy program projects: firstly, consider the overall best benefits brought by the screening results, and secondly, to achieve this overall fairness and impartiality in the best-benefit process. When the subsidy agency decides the subsidy plan, the two major aspects mentioned above may face contradictions-this contradiction is hidden in the ethical standards and value judgments of people with different capacities, and the impact can range from individuals and groups to as large as The choice of society and the country in planning.
