Project Details
Description
More than two hundred small and medium-sized TEN-T ports across the EU remain structurally unprepared for the regulatory
obligations imposed by the AFIR, the FuelEU Maritime Regulation, and the NIS2 Directive. EU-funded research has so far
concentrated on large flagship ports, yielding valuable but non-transferable results. NEORIA addresses this gap through a
systemic, electrification-driven, digitally enabled, and cybersecurity-aware transformation framework validated to TRL 8 across
a geographically balanced portfolio of TEN-T ports spanning five EU macro-regions and one inland waterway corridor. The
project introduces the Generic Systemic Port Strategy Framework (GSPSF), a technology-agnostic reference architecture that
enables any small or medium-sized port to diagnose its readiness, select the optimal combination of interventions, and plan a
phased transformation pathway aligned with EU policy requirements. The GSPSF is instantiated through Port-Specific Strategy
Instances at each demon site, deploying integrated smart energy systems with onshore power supply as the regulatory flagship, a
Federated Digital Shadow for distributed data management, an AI Energy Management System, a NIS2-compliant cybersecurity
framework, and a workforce development programme with micro-credentials. A lighthouse-then-follower deployment model
de-risks technology progression by validating full-stack solutions at advanced sites before transferring proven configurations to
follower ports. Replicability is embedded through standardised Port Strategy Passports, a Replication Toolkit differentiated by port
size and governance model, and a Pan-European Port Network facilitating horizontal knowledge transfer. Investment-grade business
cases and a financing strategy extending beyond public support ensure post-project sustainability. NEORIA contributes evidence
based R&I priority recommendations to the ZEWT Partnershisp SRIA, with milestones toward 2023 and 2050.
