Context: User involvement has proven to be correlated with system success. This is despite research on user involvement amongst healthcare professionals in the software development of health information technology being limited.
Objective: The objectives of this study are to investigate how healthcare professionals were involved in a public digitalization project and how this involvement influenced the project and its final design. This will be examined though a case study of the Danish public digitalization project developing ‘the Digital Solution for the Pregnancy Pathway’.
Method: An embedded single-case study was preformed collecting longitudinal data for a year. The collected data includes 19 Co-located and Remote observations, a document study as well as a semi-structured interview.
Findings: The study found that healthcare professionals were user involved during all of the completed stages of the Software Development Life Circle, that 17 different healthcare professionals were user involved in different groups and that the project management applied an Agile methodology build on sprints to secure the user involvement. It was also found that the healthcare professionals contributed with input related to the overall management of the project, the changes context and with specific feedback on the functionalities of the Frame-solution. Additionally, the analysis indicated that the healthcare professionals influenced the project by having, and using, their vote in the Steering Committee affecting the Triple Constraints of the project. In addition, the healthcare professionals provided the project management with knowledge on their specific professional bureaucracy and the context, as well as with feedback on the functionalities needed in the Frame-solution to minimize the need for organizational change. The study also revealed different ‘Design Matches’ and ‘No Design Matches’ found between the healthcare professionals’ articulated feedback and the ‘final’ design.
Conclusion: The healthcare professionals were user involved in the DSPP project and their involvement lead to some changes in the overall project management, as well as in specific parts of the ‘final’ design of the Frame-solution. For the ‘No Design Matches’ detected, this study argues that the functionalities placed within this group may represent potential problems that should be investigated further in the near future.
