This master’s thesis is concerned with the term of data informed leadership. The study aims to investigate how data informed leadership can be used as a tool, in strategic decision-making processes, in contexts within the public sector, for the purpose of utilizing data across the different departments of a given municipality and creating public added value. The following question is what needs to be answered: How can data informed leadership be used to conduct the strategic decision-making processes across the different departments of the Danish municipality Glostrup Kommune for the purpose of creating added value? Due to the context of the study being within the public sector, we have chosen to apply Moore’s theory on creating public value, more specifically his strategic triangle, and Leavitt’s diamond model concerned with organization analysis. We have applied the theories with the aim of determining which strategic parameters that are important in relation to value creation, and which organizational variables that specifically support the use of data informed leadership. At the same time, it has also been our aim to determine which strategic parameters and organizational variables that need adjustment. We have investigated how the strategic management of Glostrup Kommune addresses data informed leadership, comprising their beliefs on what data informed leadership requires managerially, organizationally etc., and also their beliefs on what potential added value could imply. The analysis is partly based on document studies of central governance documents and partly interviews of parts of the strategic management of Glostrup Kommune, more specifically eight chief executives. The analysis demonstrates that Moore’s strategic triangle is quite functional on a general basis when wanting to analyze the potential value creation by making use of data informed leadership in public context. However, at the same time it demonstrates that Moore’s triangle is limited in application when wanting to conduct more concrete organizational analyses. Consequently, we chose to supplement the analysis with Leavitt’s diamond model in relation to investigate the individual organizational variables, which, according to Leavitt, have to be in balance. One of the things that the analysis indicates is a need for a shared definition and a shared language with regards to data informed leadership. For that reason, and on the basis of chosen theory and our analysis of potential value creation, we have chosen to define data informed leadership as follows: The ability to handle data in a strategic context of public leadership, with the aim to improve the transverse and long-term effects, with the acknowledgement, that data always represents a normative section of reality. Furthermore, the analysis displays that there will be a need for a range of initiatives; both regarding a systematic employment of data informed leadership in Glostrup Kommune in the purpose of relocating data to the initial stage of the decision-making processes, but also in relation to legitimacy and support, operational capacity, competencies, structures and central governance documents etc.
