The focus of this thesis is the national and local efforts to integrate a migrant population into contemporary social society in Denmark. Within this area, the focus of the thesis will be on the shifts in integration dogma; from an approach, that focused largely on employment and language proficiency in the 90’ies, to an approach that focusses on civicness and social dimensions of citizenship, including a number of factors such as mem-bership of different volunteer associations, active participation and understanding of political processes, and a network including ethnic Danish friends. Fairclough’s notions of the three-dimensional critical discourse analysis is used to understand the meaning of the social integration focus, which in recent years has become the ideal and a beacon for integration policy and practice in Denmark. Moreover, the analysis of the ‘citizenship as integration approach’ is approached through a theoretical lens inspired by a Foucaultian tradition of discourse analysis, governmentality, and the historic examination of a genealogy of regimes, their knowledge production, rationalities, practical forms and shifting paradigms, through which the rise of the ‘citizenship as integration’ within Danish integration policy institutions is analyzed. The analysis shows the uncomfortable paradoxes presented within this approach to social integration, by examining how usage of the term citizenship plays out in a specific way, when placed inside the integration agenda. The thesis furthermore examines the management of the migrant subjects using the moral of citizen virtues in disciplining measures against immigrant parents. Two case examples of techniques used to create feelings and status of citizenship are included. First the public school citizenship-program Df. (direct transla-tion: Democracy Because), is analyzed focusing on the technologies of power, that are used, and the moral that is dispersed through the material. Then the notions of parenting and citizenship are analyzed, as they are expressed through legislation, disciplinary techniques and reeducation programs pertaining to the role of non-western migrants in relation to their parenting responsibilities. Thereby showing the differences in the prac-tical usage of the concept of citizenship, and how qualities of ‘citizenship as integration’ are intensified through rationalities of security. The thesis discusses the technologies used in the management of immigrant citizens.
