The dissertation examines how municipalities use the primary and lower secondary school's quality report to improve the quality of education. It asks the question; do we get sufficient benefits of the work with the report in the individual municipalities.
The report does not receive much attention, despite the fact that it has been chosen to be the basis for the dialogue on the subject for the local stakeholders on the subject. The dissertation tries to answer the question: Why does the quality report not provide more value for the local stakeholders when it aims to be the municipal council's dialogue tool for developing quality in primary and lower secondary school understood through a management and technology perspective based on a case study in a municipality?
To answer the problem, the quality report is analyzed as a management tool through selected public management paradigms, New Public Management and New Public Governance. Similarly, the quality report is analyzed as applied technology, which contributes to understanding it in a digitization perspective with Actor-Network Theory.
The study concludes that when the local stakeholders do not experience that the quality report creates more value, it is because the report is constructed on the basis of a management understanding, where the standardized indicators are detached from the local context. At the same time, it is counterproductive that the report format is highly inspired by New Public Management. The management approach is particularly suitable for dealing with simple and complicated challenges, but less so for complex challenges. Since its introduction, the quality report has become more standardized and less contextual, e.g., as a result of digitalization in the public sector. This development might further limit the broader dialogue unless it is organized in a more inclusive way.
