Potentialiseringens realisering? Om at beslutte, iværksætte og fastholde et muligt potentialiserende blik og indsats

Abstract

It is the point of this paper, to exam the municipality of Ballerup’s method, for including its citizens in solutions to better their lives. The concept for this is called “coherent citizen casework” (sammenhængende borgerforløb).
In order to analyze the status of the coherent citizen casework, I’ve analyzed all available policy documents, in order to se the development og the concept, and also to find out the formal purpose of “coherent citizen casework”.
I’ve also interviewed four groups, who all have central roles in the concept. Namely citizen coordinators, a family who is a part of the concept, caseworkers (who also function as coordinators in “coherent citizen casework”) and two heads of department at a school in Ballerup.
In order to analyze the interviews, I’ve used the theories of Niclas Luhmann, specifically the part about functional systems and the codes in which they are communicated.
Furthermore, I’ve used the work of Åkerstrøm Andersen and Pors, about heterophonie and the potentialize seeking government.
When looking at “coherent citizen casework” in the municipality of Ballerup, and using the theories mentioned to do that, it raises awareness on a range of questions.

- Is it possible to even further the potentialization of “coherent citizen casework”, and how?
After concluding on the interviews, I’ve facilitated another way of doing “coherent citizen casework”. I’ve used a method called “SnapLog”, which comes from Pia Bramming, Birgitte Gorm Hansen & Kristian Gylling Olesens experiment with what they call “a performative science technology”.
Concluding, that this method does indeed have the potential to bring forward new thoughts and actions to better the lives of the citizens, this paper will from that, try to determine new areas for the method.
