This paper examines the role of GPs in hospital choice analysis. Since 2006, GPs in England have been required to offer patients a choice of hospital when referring them for an NHS-funded outpatient consultation. As patients will often rely on GPs to provide information about the hospitals on offer, the choice made may depend on the preferences of both the GP and the patient. However, existing research that examines hospital choice (see, for example, Beckert and others, 2012) typically treats GPs and patients as a single decision-making unit. This paper instead proposes and estimates a model of joint decision-making that takes into account the different incentives faced by GPs and patients.
