China's 13th Five-Year Plan: A Draft Proposal

    Abstract

    Proposals for the 13th Five-Year Plan were discussed and reviewed during the Fifth Plenary Session of the 18th Chinese Communist Party (CCP) Central Committee, which convened in Beijing from 26-29 October, 2015. A final plan would be ratified by the annual session of the National People's Congress in March 2016. The new Five-Year Plan was being proposed at a crucial time, when the country's eco?nomic growth was slowing down. The economic growth slowed further in the third quarter of 2015, with the growth rate dropping to 6.9 per cent for the first time below 7 per cent since the global financial crisis in 2009.
