A Market to Whom?

Abstract

The question of how market makers define markets is generally not discussed in market studies. The single market of the EU is a case in point: it is not given to whom it is a market. Analyzing the history of the single market with a focus on two particular instances, this paper contends that the ‘a market to whom?’ has in fact been central to how the single market is made, as it has led to the active enrollment of and invigoration of European technical standardization in the work of making the single market. To better grasp such aspects of market making, a more systematic focus on market definition is developed.
