Organising maritime public-private cooperation in total preparedness

The maritime sector is a cornerstone of the Danish economy and critical infrastructure.
According to an analysis prepared for the Danish Maritime Authority (COWI, 2024), the total
production value of Blue Denmark, including indirect effects, amounted to approximately DKK
860 billion in 2022, corresponding to around 16% of total Danish production. Denmark has one
of the world's largest merchant fleets measured by operated tonnage, and the maritime sector
is crucial to Danish exports, security of supply, and energy infrastructure (COWI, 2024).

At the same time, the security policy significance of the maritime domain has become more
pronounced as the geopolitical risk landscape has changed. Increased military activity in the
Baltic Sea region, disruption of global critical maritime chokepoints, sabotage of critical
infrastructure – including the attacks on the Nord Stream pipelines in the Baltic Sea – as well
as growing vulnerabilities in global supply chains have made it clear that maritime
infrastructure and connections are not only economic assets (Verschuur et al., 2025), but also
key strategic assets from a security policy perspective (Wrange et al., 2024).
