MAPOCAVU explains how market power interacts with climate change in shaping
vulnerability among both smallholder farmers and low-income rural and urban food consumers; and inform policy interventions at the regional, national and local levels to redress market power imbalances and mitigate the vulnerability of disadvantaged actors. MAPOCAVU focuses on Tanzania because its past history of African socialist management of markets would suggest an approach that in theory priorities reducing the vulnerability of the poor, yet existing research suggests that this may not be the case in practice (Ponte 2002; Ponte et al 2022).
